From the Śāstra's "It is said in the treatise..." to "...they arise in four loci": This explains the verse in general. That is, among the aforementioned karmapathas brought to culmination by the three roots, the four groups of three, three, one, and three arise, respectively in order, in the loci of sentient beings (sattva), implements of life, name-and-form (nāmarūpa), name-sets (nāmakāya), and so on.
