16.31

「論曰至別有體故」，釋三惡行體也。「一切不善身、語意業」者，即是通取飲酒等業，及前、後近分，故言一切。身語意業者，簡諸非業。復有三種非意業。「貪、瞋、邪見」者，顯非業中唯取貪、瞋、邪見也。

On the text, "The treatise says [...] because they possess a distinct substance": This explains the substance of the three misdeeds. "All unwholesome bodily, vocal, and mental karma" generally includes karmas such as drinking alcohol, as well as their prior and posterior preparatory stages (sāmantaka); therefore it says "all". "Bodily, vocal, and mental karma" excludes all that is not karma. There are further three kinds that are not mental karma. "Covetousness, malice, and wrong view" indicates that among what is not karma, only covetousness, malice, and wrong view are taken.
