17.17

論「謂唯欲界至先不成故」，答也。將欲斷善欲界中思，色、無色善先退不成，邪見不能斷上界善等。

On the Śāstra's stating: "It refers only to the desire realm [...] because they were previously not possessed", this is the answer. When one is about to sever wholesome [roots], the volitions in the desire realm, as well as the wholesome [roots] of the form and formless realms, have already fallen away and are not possessed; wrong view cannot sever the wholesome [roots] of the higher realms, and so forth.
