17.74

論「七俱轉者至得苾芻戒」，明七俱轉。善意識有三，三種戒有四，一種七也。言惡、無記心現在前得苾芻戒，第二也七。不言無心得苾芻戒者，此明思俱轉，無心得戒，非此所明，不與思俱轉故。

The passage of the śāstra from "When seven operate simultaneously" up to "one obtains the bhikṣu vows" explains the simultaneous operation of seven. When a wholesome mental consciousness has three, and the three kinds of vows have four, this is one variety of seven. The statement that when an unwholesome or indeterminate mind is currently present one obtains the bhikṣu vows, is the second [variety of] seven. That it does not speak of obtaining the bhikṣu vows in the mindless state is because this [section] clarifies simultaneous operation with volition (cetanā); obtaining vows in the mindless state is not what is clarified here, because it does not operate simultaneously with volition.
