17.96

論「餘界趣處至及成就」，此明除無色界餘界，除無想處，餘處中除地獄、北洲，七善業道故所除也。

The passage of the śāstra from "In the remaining realms, destinies, and places" up to "and possession": this explains that, of the realms, excluding the formless realm; of the places, excluding the place of non-conception; and among the remaining places, excluding the hells and Uttarakuru—they are excluded because of the seven wholesome courses of action.
