19.200

「論曰至彼定無故」，釋上二界隨眠唯無記也。解云：以上二界無苦異熟，證無不善因。他逼惱因，彼定無故，證無苦異熟。有苦果者方是不善因，彼無苦果，故無不善。

"The Śāstra says: ... because that is definitely absent" explains that the latent defilements of the upper two realms are solely indeterminate (avyākṛta). The explanation is: because the upper two realms lack painful maturation (duḥkha-vipāka), this proves they lack unwholesome causes; because the cause of afflicting others is definitely absent there, this proves they lack painful maturation. Only that which has painful results is an unwholesome cause; since they lack painful results, they have no unwholesomeness.
