論「外方諸師至遮善惡故」，敘外方師義。此師十隨眠中，是無記者皆立為根。嗔唯不善，由斯不取。

Regarding the treatise passage from "Masters of the outlying regions" to "because they exclude good and bad": this relates the position of the masters of the outlying regions. For these masters, whichever among the ten anusayas are indeterminate are all established as roots. Ill will is exclusively unwholesome, so on that account it is not taken.
