2.33

論「不爾至及莊嚴身」，答也。言無用者，不爾。舌起言說、鼻莊嚴身，是有用故，彼皆有也。

The treatise says: "Not so... and adorning the body." This is the answer. To say they have no function is not so. The tongue initiates speech and the nose adorns the body; because these are useful functions, they are both present there.
