21.41

論「於此所說至是疑等流」，自下釋十纏是根本煩惱等流。由此名隨煩惱，不名煩惱。

On the passage in the treatise, "Among those stated here ... is the outflow of doubt": from here down, it explains that the ten entanglements are outflows of the fundamental defilements. For this reason they are called secondary defilements and are not called [fundamental] defilements.
