22.60

論「理實應言至為諦非樂」，述有部正釋。聖觀三有及樂受等皆是苦者，以行苦同故總名苦諦。

On the Śāstra's statement, "In actual truth, it should be said... is the Truth, not pleasure": This states the orthodox explanation of the Vaibhāṣikas. That the noble ones observe the three realms of existence, pleasant sensations, and so forth, as all suffering, is because they share in common the suffering through conditioned forces; hence it is collectively named the Truth of Suffering.
