23.184

論「以契經說至不應固執」，引兩經證。一引有部等經、二引飲光部經。有部等說天七及人，故知人、天各七。飲光部經復分明說於人、天各受七生。教既分別，不應固執。

The treatise says, "Because the sūtras say... one should not be obstinate." This cites two sūtras as proof: first, it cites the sūtra of the Sarvāstivādins and others; second, it cites the sūtra of the Kāśyapīyas. The Sarvāstivādins and others speak of "seven [lives] in the heavens and among humans"; thus we know there are seven in each of the two, humans and gods. The sūtra of the Kāśyapīyas further clearly states that one undergoes seven births each among humans and gods. Since the scriptural teaching has made this distinction, one should not be obstinate.
