The treatise says, "Because they do not generate... both are pure." This is the answer. "Because they do not generate karma that falls" means they do not create new karma that leads to bad destinies. "Because it is contrary to that generated karma granting its fruit" means that past indeterminate karma that would incur bad destinies cannot give its fruit; if determinate karma were present, one would not attain stream-entry. "Because powerful wholesome roots subdue their bodily continuity" refers to undefiled karma. "Because preparation and intention are both pure" refers to obtaining the restraint of non-action.
