The treatise says: "The former three wholesome roots ... because it is a single moment." This seventh [section] clarifies their initial and subsequent arising. The Nyāyānusāra states: "Other masters say: If one has previously cultivated and mastered these four preparations, they can all initially arise in divine realms." However, there is no critical evaluation [adopting this]. Fascicle 7 of the Vibhāṣā says: "Question: Why can they not initially arise among the devas? Answer: Because that place lacks superior mental engagement such as disgust and detachment. Question: In the bad destinies there is superior mental engagement such as disgust and detachment; why do they not arise these wholesome roots? Answer: Because the bad destinies lack an excellent personal support. If one possesses both superior mental engagement such as disgust and detachment, and an excellent personal support, one can then initially arise them. Humans possess both; therefore, they can initially arise them."
