24.188

論「憍陳那等至正法輪故」，答也。既憍陳那等見道生時未起修道，即名已轉正法輪故，故知唯說見道。

The treatise says: 'Kauṇḍinya and the others, up to: the true dharmacakra'—this is the answer. Since at the time Kauṇḍinya and the others gave rise to the path of vision they had not yet generated the path of cultivation, and it was already termed setting rolling the true wheel of Dharma, we know that it refers solely to the path of vision.
