The Śāstra states: "Just as there are incantations … therefore it is definitive." This points to concrete matters to explain "definitive". Paramārtha says: "There is a deity named Gāndhārī, translated as Earth-Holder; the incantation receives its name from the person who taught it." As for Īkṣaṇī, Paramārtha says: "Īkṣaṇī is the name of a treatise composed by a naked ascetic teacher, translated as Observing Time; this incantation takes its name from the treatise from which it arose." Because [knowing] others' minds and psychic powers can also be accomplished by what are not supernormal powers, they are not definitively superior; because admonition and guidance are accomplished solely by the supernormal power of the destruction of outflows, it is definitively superior.
