28.18

論「有餘師說至即四靜慮故」，述經部師計也。此師引經，說定學為增上心學，說四靜慮為心清淨最勝，證定即是心也。

The Śāstra says: "Other masters say [...] namely, the four dhyānas." This states the doctrine of the Sautrāntika master. This master cites a sūtra stating that the training in concentration is the training in the higher mind, and stating that the four dhyānas are the utmost purity of mind, to prove that concentration is just the mind itself.
