論「以有外道至義與前同」，引事答也，如文可解 嗢底迦，此云能說。
On the Śāstra's statement: "Because there was a non-Buddhist [...] the meaning is identical to the former": Replying by citing an event; it can be understood from the text. 'Uttika' here means 'one who can speak.'
