4.118

論「謂於善惡至二處而起」，答也。謂於善不作、於惡作中心追悔性、名之為善。於惡不作，於善作中心追悔者，不善。惡作皆悉依於善及不善二處而起，或皆依作、不作二處而起。

[Regarding the phrase of] the treatise, "Namely, regarding wholesome and unwholesome... arising from two loci," this is the answer. That is, mental remorse regarding the non-doing of good and the doing of evil is named wholesome. Mental remorse regarding the non-doing of evil and the doing of good is unwholesome. Regret in all cases arises relying on two loci: wholesome and unwholesome; or it arises relying on two loci: doing and non-doing.
