「論曰至和合遍有」，先總釋遍有。謂傳婆沙師說，故言傳說。
On "The Śāstra says... in combination they are universally present": first, it explains in general their universal presence. Since it is said to be the teaching of the masters of the Vibhāṣā, it says "tradition says".
