論「又如法爾至皆可生」，此第二也。如汝有部唯有為有其生相，無為之法無其生相。我經部宗亦爾，有為可生，無為不可生也。

The Śāstra states: "Furthermore, just as by the nature of things... can all arise." This is the second point. Just as in your Sarvāstivādin school only the conditioned has the mark of arising while unconditioned dharmas lack the mark of arising, so it is in my Sautrāntika school: the conditioned can arise, while the unconditioned cannot arise.
