論「何緣無記至水所沃潤」，釋所以也。無記力劣，如文可知。無漏不招異熟，有二義故：一無漏以無愛水潤故、二不可能招繫地果故。不善、善有漏具其三義：一力用強、二愛水潤、三招繫地果故，是異熟因。

The treatise says: "For what reason are indeterminate [...] moistened by water?" This explains the reason. That indeterminate [phenomena] are inferior in strength is understandable from the text. That anāsrava [phenomena] do not bring about maturation is due to two reasons: first, because anāsrava [phenomena] are not moistened by the water of craving; second, because they cannot bring about a fruit bound to a realm. Unwholesome and wholesome phenomena with outflows possess three characteristics: first, their power and efficacy are strong; second, they are moistened by the water of craving; third, they bring about fruits bound to a realm; therefore, they are maturation causes.
