7.63

論「唯增上緣至一切無遮」，釋增上緣也。增上緣於果法滅時、生時皆與作用，故言一切無遮。由此頌中略而不說。或以於中有無果故，所以不說。

The treatise says: "Only the predominant condition... is entirely unobstructed in all cases." This explains the predominant condition. The predominant condition bestows activity both when the fruit-dharma ceases and when it arises; therefore it is said to be entirely unobstructed in all cases. On this account, it was omitted and not mentioned in the verse. Or, because there are cases within it where there is a fruit and where there is no fruit, it was not mentioned.
