9.14

論「色界中有至慚愧增故」，上明欲界量、此明色界也。由慚、愧增，與衣俱生。

[On the Śāstra's statement:] "The intermediate existence of the form realm […] because shame and dread of blame are predominant": The above clarified the size of the desire realm; this clarifies the form realm. Because shame and dread of blame are predominant, they are born together with clothing.
