9.86

論「非皆具有」，答也。或有從識至名色支，或至六處等支即命終故，或有起愛未至取位即命終故。無有至識不至名色。

The Śāstra says: "They do not all possess them completely." This is the answer. There are some who die between consciousness and the link of name-and-form, or upon reaching the six āyatanas and so forth, or some who, having given rise to craving, die before reaching the stage of grasping. There are none who reach consciousness without reaching name-and-form.
