Second, the conditions for the arising of the teachings of the three vehicles: within this there are two: primary and secondary. The primary refers to turning the wheel of the Dharma of the four noble truths for those seeking the Śrāvaka Vehicle, expounding the twelve links of dependent origination for those seeking the Pratyekabuddha [Vehicle], and expounding the six pāramitās for those seeking the Great Vehicle. The secondary means expounding the teachings of the three vehicles universally for persons of the three vehicles. The various treatises state that in the stage of preparatory application of collective and distinctive mindfulness, practitioners of the Śrāvaka Vehicle also cultivate the contemplation of dependent origination with its three meanings, as well as the seven bases of goodness, the forty-four knowledges, the seventy-seven knowledges, and so forth. Therefore the "Universal Learning Chapter" of the Mahāprajñāpāramitā states: "Prior to the path of seeing, the three vehicles must all learn universally." Thus we know that the four truths, twelve links, six pāramitās, and so forth, are taught universally for the three vehicles.
