Thereupon, speeding ten thousand li like falling stars, they gathered like clouds from the four quarters, and eminent worthies assembled completely. Because the host of ordinary people and sages was extremely vast and tumultuous, they could not all assemble together; therefore ordinary monks were screened out, leaving only the assembly of sages. The assembly of sages was still too numerous, so those still in training (śaikṣa) were screened out, leaving only those beyond training (aśaikṣa). Those beyond training were also numerous and could not all assemble together; among those beyond training, only those whose meditative concentration fulfilled the six higher knowledges (ṣaḍabhijñā), whose wisdom perfected the four special knowledges (catasraḥ pratisamvidaḥ), who inwardly mastered the Tripiṭaka, and who outwardly were well-versed in the five sciences (pañcavidyā) were fit to participate in the council; thus these alone were selected and retained. The selected assembly of sages numbered four hundred and ninety-nine. The king said: “This country is hot and damp, unsuitable for holding a council. Should we not go to Rājagṛha, to the place where Kāśyapa held the council?” The Venerable Pārśva said: “In the city of Rājagṛha there are many tīrthikas; we would have no leisure answering them, so how could we succeed in composing a treatise? The forests of Kaśmīra are lush, its springs and rocks peaceful; it is an abode of sages and worthies, where divine immortals roam and rest. Furthermore, it is surrounded on four sides by mountains and the city has only one gate; it is extremely secure and suitable for holding a council.”
