13.86

無漏異熟非者，俱非句也。謂無漏法唯在定故，不能發業，非轉、非隨轉。若異熟心任運起故，不能發業，非轉、非隨轉。

"Untainted and fruition [minds] are neither": this is the line of neither. It means that because untainted dharmas exist only in meditative absorption, they cannot initiate karma; they are neither prime nor conformative motivators. As for fruition minds, because they arise spontaneously, they cannot initiate karma; they are neither prime nor conformative motivators.
