14.51

釋曰：言住中者，謂非律非不律也。有無表者，謂此住中未必一切皆有無表，或有無表，故標有言。若有無表，即是善戒，或是惡戒種類所攝。

Explanation: 'One abiding in the intermediate' refers to neither restraint nor non-restraint. 'There is avijñapti' means that for one abiding in the intermediate, not necessarily everyone has avijñapti; some have avijñapti, hence the verse states 'there is'. If there is avijñapti, it is subsumed under the category of good precepts or bad precepts.
