Regarding 'committing [an offense entails] both, like being in debt': this is the Sarvāstivāda school's explanation that committing a major offense does not relinquish the vows. Why is this so? It is not that by committing one aspect, all vows should be entirely relinquished, just as in committing a saṃghāvaśeṣa or the like, one also does not relinquish the vows. However, there are two designations: keeping the vows and violating the vows. Just as a wealthy person, when incurring debts to others, is called both a wealthy person and a debtor; violating vows is also like this: if one confesses and expiates the offense committed, one is called endowed with śīla, not called a violator of vows, just as one who repays debts is called simply a wealthy person.
