15.50

釋曰：謂安穩業說名為善，得可愛果，濟眾苦故。不安穩業名為非善，招非愛果，損有情故。言非業者，非前二業，立無記名，不可記為善不善故。

The commentary explains: Secure karma is called wholesome, because it obtains pleasant fruits and relieves manifold sufferings. Insecure karma is called unwholesome, because it incurs unpleasant fruits and harms sentient beings. The words "non-[such] karma" refer to that which is neither of the preceding two karmas; it is assigned the name "neutral" (avyākṛta) because it cannot be predicted as either wholesome or unwholesome.
