"Higher wholesome is conducive to neither" explains neither-painful-nor-pleasant feeling: above the third dhyāna, from the fourth dhyāna up to the Peak of Existence (bhavāgra), all wholesome karma is called higher wholesome, and is called karma conducive to neither-painful-nor-pleasant feeling. The treatise says: "It is not that these karmas only bring about the fruit of feeling; it should be known that they also bring about the requisites for that feeling. Both feeling and its requisites are here called 'feeling'. (The commentary explains: What is associated with and co-existent with it is called requisites)."
