善七受生二者，七善業道，若從受生，必具表、無表二。受生尸羅必依表故。
"Seven wholesome [actions] born of undertaking have both" means that the seven wholesome courses of action, if born from undertaking [precepts], necessarily possess both vijñapti and avijñapti, because the morality (śīla) born of undertaking must rely on vijñapti.
