16.42

釋曰：加行定有表，無表或有無者，業道加行必定有表，無表不定，或有或無。慇重心起，則有無表，輕心則無。

The commentary says: In "The preparatory definitely has vijñapti; avijñapti may or may not exist", the preparatory stage of a course of action definitely has vijñapti, but avijñapti is not fixed—it may or may not exist. If it arises from an earnest mind, there is avijñapti; if from a light mind, there is none.
