17.11

人三洲男女者，明能斷善根處及人也。人趣三洲，非在惡趣，染、不染慧不堅牢故。亦非有天趣，現見善惡諸業果故。除北俱盧洲，彼無極惡阿世耶故（此云意樂）。唯男女身，志意定故。

Regarding "[it occurs among] humans of three continents, male and female," this clarifies the realms and persons capable of severing the roots of good. In the human destiny, [only in] three continents, not in the miserable destinies, because their defiled and undefiled wisdom is not firm. Nor does it occur in the heavenly destinies, because they visibly see the fruits of various good and evil karmas. Uttarakuru is excluded, because they have no extremely evil āśaya (translated as 'intention'). Only male and female bodies [sever them], because their resolve is firm.
