18.82

差別如業道者，如業道中，謂前七種是業亦道。貪、瞋等三是道非業，道名通十，業唯前七。今福業事通局亦爾，福名即通，事業不定，此等差別如業道也。有說唯思是真福業，福業之事，謂施、戒、修以三為門，福業轉故。

"The distinction is as with the courses of action": just as among the courses of action (karmapatha), the first seven are both actions and courses, while the three—covetousness, malice, and so forth—are courses but not actions, so the name "course" applies generally to all ten, while "action" belongs only to the first seven. Here, the scope of "basis of meritorious action" is also like this: the name "merit" applies generally, while "action" and "basis" are not fixed; such distinctions are just as with the courses of action. Some say: Volition alone is true meritorious action; the "bases of meritorious action" refers to giving, discipline, and cultivation, because with these three as doors, meritorious action operates.
