21.29

釋曰：隨煩惱此餘者，此隨眠外，餘纏垢等，名隨煩惱，隨根本煩惱起故，名隨煩惱也。此隨煩惱是染心所，行蘊所攝。

Explanation: "The secondary defilements are other than these": outside of these dormant tendencies, other entanglements, stains, and so forth are called secondary defilements. Because they arise following upon root defilements (mūlakleśa), they are called secondary defilements (upakleśa). These secondary defilements are defiled mental factors and are subsumed within the aggregate of conditioning factors (saṃskāraskandha).
