23.49

殖解脫分唯人三洲，三惡趣無，無般若故。諸天亦無，無厭苦故。北洲無者，以無厭心及般若故。又施一食，持一戒等，深樂解脫，迴求菩提，願力所持，便名種殖順解脫分。

The factors leading to liberation are planted only in the three continents of humans. They are absent in the three bad destinies, because those lack wisdom (prajñā). They are also absent among the gods, because they lack revulsion toward suffering. As for being absent in the northern continent [of Uttarakuru], it is because it lacks the mind of revulsion and wisdom. Furthermore, giving a single meal, upholding a single precept, and the like, deeply rejoicing in liberation, dedicating toward the pursuit of bodhi, sustained by the power of vows, is then called planting the factors leading to liberation.
