23.60

釋曰：世第一法引見道故，故十六心與彼世第一同依一地。前言世第一通依六地故，今見道亦唯依六地也。

The commentary says: Because the supreme mundane dharma induces the path of seeing, the sixteen mental states and that supreme mundane dharma rely uniformly on a single stage. As stated previously, the supreme mundane dharma generally relies on six stages; therefore, the present path of seeing also relies exclusively on six stages.
