餘盡或正見者，餘謂退法等五種鈍根羅漢，於盡智後或生盡智、或生正見，無無生智，後容退故。

Regarding "For others, exhaustion or right view," 'the others' refers to the five kinds of dull-facultied arhats, such as those liable to fall away. After the knowledge of exhaustion, either knowledge of exhaustion arises or right view arises; they do not have the knowledge of non-arising, because they are subsequently susceptible to falling away.
