無學依九地者，依地門也，謂無學練根依未至、中間、四禪、三無色也。

'The aśaikṣa relies on nine stages' refers to the support in terms of meditative stages: refining faculties for an aśaikṣa relies on the preparatory [stage of the first dhyāna], the intermediate [dhyāna], the four dhyānas, and the three formless [absorptions].
