25.40

餘名慧解脫者，餘謂未得滅盡定阿羅漢也，此名慧解脫，唯由慧力，於煩惱障得解脫故，未離定障，不得名俱。

'The rest are called liberated through wisdom' means: 'the rest' refers to arhats who have not attained the absorption of cessation. These are called 'liberated through wisdom' because they attain liberation from the hindrance of defilement solely through the power of wisdom; not yet being free from the hindrance to concentration, they do not receive the name 'both'.
