25.73

釋曰：初靜慮一切者，依初靜慮具三十七故。言一切未至除喜根者，依未至地唯三十六，除喜根故，以近分地勵力轉故，於下地法猶疑慮故，無有喜也。

The explanation says: 'In the first dhyāna are all of them' means that relying on the first dhyāna, all thirty-seven are complete. As for the statement 'all of them; the preparatory stage lacks the faculty of joy', relying on the unarrived stage, there are only thirty-six, because the faculty of joy is excluded: because in the threshold stage one proceeds with strenuous effort, and because one still has doubt and hesitation regarding the phenomena of the lower ground, there is no joy.
