謂勝解惑滅者，釋上也，謂無學勝解名有為解脫，一切惑滅名無為解脫。

Regarding 'Meaning resolve and the cessation of afflictions': this explains the above. The resolve (adhimokṣa) of the aśaikṣa is called conditioned liberation, while the cessation of all afflictions is called unconditioned liberation.
