依地俗一切者，依地門中，世俗智依九地，謂從欲界乃至有頂，故言一切。

"In support of level, the conventional is on all": within the category of the supporting level, conventional knowledge relies on nine levels, namely from the desire realm up to the peak of existence; hence it is called 'all'.
