欲界有事惑者，謂緣未生迷事煩惱，諸無事惑不可遮防，內起隨應，總緣境故。
'Objective afflictions of the desire realm': it refers to taking as object the unarisen afflictions that are confused about concrete things. Afflictions that are without concrete objects cannot be blocked and prevented, because they arise internally as appropriate, taking objects generally.
