愚生無色界，成善命意捨者，愚謂異生，未見諦故。彼若極少，成就八根，謂信等五、命、意、捨三。

"An ignorant person born in the formless realm / Possesses the good [faculties], life, mind, and equanimity": "ignorant" refers to an ordinary worldling, because they have not yet seen the truths. If such a one possesses the absolute minimum, they possess eight faculties: namely, the five beginning with faith, and three more—life, mind, and equanimity.
