4.40

四煩惱忿等，惡作二十一者，此有三類：一、四煩惱者，貪、瞋、疑、慢也。二、忿等者，十小隨煩惱也。三、惡作者，不善中惡作也。此三類心各有二十一心所俱生，且四煩惱相應心品二十一者，謂大地十、大煩惱地六、大不善地二，及與尋、伺。此二十上加貪等隨一，名二十一也。忿等二十一者，二十如前，加忿等一。不善惡作二十一者，二十如前，加惡作一。

Regarding "The four defilements, wrath and the like, and remorse have twenty-one": these comprise three classes: first, "the four defilements" are greed, hatred, doubt, and pride; second, "wrath and the like" are the ten minor secondary defilements; third, "remorse" is remorse of the unwholesome type. Each of these three classes of mind has twenty-one mental factors co-arising. First, as for the twenty-one in the mental category associated with the four defilements, they are the ten great ground [factors], the six great defilement ground [factors], the two great unwholesome ground [factors], as well as investigation and scrutiny. Adding any one of greed and the others to these twenty makes twenty-one. As for the twenty-one with wrath and the like, there are the twenty as before, plus one factor of wrath and the like. As for the twenty-one with unwholesome remorse, there are the twenty as before, plus the one factor of remorse.
