The commentary says: The upper line introduces the topic, and the lower line identifies the entity. "Characteristics" are the characterizing agents. "All conditioned things" refers to the dharmas that are characterized. "All conditioned things" means the dharmas of the five skandhas that are constructed by causes and conditions, and hence are called 'conditioned.' Dharmas such as form and mind arise from causes and conditions, and because they have that conditioning activity, they are named 'conditioned.' "Characteristics" are marking features, meaning that they characterize the entities of dharmas, causing them to be conditioned. Thus the treatise says: "Because of these four kinds, there are characteristics of the conditioned; if a dharma possesses these, it should be conditioned; that which is contrary to this is an unconditioned dharma." The explanation says: This directly explains the meaning of characteristics.
