9.73

釋曰：從惑生惑業者，一從惑生惑，謂愛生取也。二從惑生業，謂取生有，無明生行也。

The commentary says: "From defilement arise defilement and karma": first, from defilement arises defilement, meaning craving gives rise to grasping; second, from defilement arises karma, meaning grasping gives rise to existence, and ignorance gives rise to formation.
