As for "The order of exposition follows their arising": this explains the sequential order in which the four applications of mindfulness arise. That is to say, the body is the coarsest; next, feelings are coarse; next, the mind is coarse; and dharmas are the subtlest, because they subsume nirvāṇa. Because one should first contemplate what is coarser among the objects, the application of mindfulness to the body arises first. Moreover, the treatise says: "Or because all sensual desires operate with respect to the location of the body, the contemplation of the body comes first among the four applications of mindfulness." But desire for the body arises from delighting in feelings; delighting in feelings arises from the mind being untamed; the mind being untamed arises because delusions have not been severed; and because delusions are subsumed under dharmas, dharmas come fourth. Therefore, contemplating feelings and the others follows this sequence.
